He was also a plaintiff in a historic reapportionment lawsuit that forced New York’s Legislature to give cities increased representation. It became an integral part of the Supreme Court’s “one person, one vote” ruling, which concluded that many state legislatures were unconstitutionally unbalanced in favor of sparsely populated rural areas.

He became a United Nations official, director of the Voice of America and administrator of American aid to Africa.
