Willard was born to Josiah Flint Willard and Mary Thompson Hill Willard in Churchville, near Rochester, New York, but spent most of her childhood in Janesville, Wisconsin. Frances was named after English novelist Frances (Fanny) Burney, the American poet Frances Osgood, and her sister who had died the previous year, Caroline Elizabeth. She had two siblings, Mary and Oliver, and was born the middle child.
